April was a fairly busy month, with a HAMLINK training session,, a quarterly membership meeting, testing HAMLINK systems, and several Communications Rodeo Planning meetings. Also, 4 ARES/RACES members completed some ICS live lecture courses. Jim Bassett, W1RO & Steve Deveny, KF7WGL, completed both ICS-300 & 400, and Art Sheldon, K7ZE and Bill Smith, W7HMV completed ICS-400. DCART/Alpine County members held our monthly meeting and weekly nets. We are trying one of our preferred Alpine County coverage repeaters, the 146.655 pl 131.8, located on Leviathan Peak for our weekly nets. Many of our members can reach this repeater. It is a good solid repeater for Alpine traffic. Note this repeater is linked to the146.880 and the 146.970.
Two coming events that particularly involve DCART members are the Alta Alpina Challenge, June 28th, and the Death Ride, July 12, (Alpine County bicycle events). Many of the Challenge riders have become hams so DCART members will most likely only staff the Douglas County 911 Dispatch Center from about 6 AM to 8 or 10 PM to relay any emergency traffic that does not make it into the normal 911 system.
The Tahoe Amateur Radio Association (TARA) hams coordinate ham radio support communications for the Alpine County Death Ride event. DCART members are also involved with this coordination since we are the ARES ham communications for both Douglas and Alpine Counties. It is possible that Alpine Dispatch will still be located at Turtle Rock Park so ham radio support communications need to be set up so we can hear, transmit and not interfere with each other. I think we will need to test equipment in June.

I have had the pleasure to meet with Gary K7VY, ASM a couple of times now with trips to Reno and UNR. It's great to be able to travel up 95 and meet many of the ARES members within the Section.
I attended one MARS Day Out event and discussed future drill and exercise plans with our newly appointed OES
member, Bob WA3PAD. Bob will be our liaison with MARS members in NV and provide assistance with putting together brief statewide training exercises.
The HF ARES Net on 3965 will remain at 0700 Saturday mornings as it s proven to be the best time period for HF coverage across the NV Section. We
want to hear what s happening with everyone without the need for amplifiers or relays.

Bob, W7WOW reports that there are no changes for Esmeralda County and he's putting final touches on winter preparations. His HF station has 2 large deep cycle batteries in reserve and can run on emergency power now.
From Nye County, Jerry KC6ILH relates that he went to Tonopah to assist with hospital exercise. No one at the hospital seemed to know anything
about it. Checked out all of the equipment and came back home. All part of being ready. Cold weather setting in, so check out those batteries. Cold and batteries always a challenge.
And in Clark County, the City of Henderson has a new addition to its Emergency Mgmt. staff to help out the current Emergency Manager. They've already revamped the EOC to make it more ICS compliant and are in the process of moving the ARES equipment from its current location in another room, into the EOC.

I went to Humbolt county ARES for a meeting and training. I was unable to participate in the Hospital test, Rick K7ET covered for me. I did have to travel to NAS Fallon to get a Base Pass for Navy Day however it was dropped. On Thursday nights I help Idaho ARES RACES as a relay for their Net.
Churchill County
Amateur Radio of Churchill County (ARCC), and our ARES Team, are growing month by month. Banner Churchill Hospital, with the assistance of our ARES Team, shined in the Rural Hospital Exercise, held this month. They set the standard for the event, and completed all tasks quickly and efficiently. Our VE Exam Team is actively bringing on board newly licensed Hams, all of which have become active members of our ARCC Team. We look forward to continual growth, as we bring back the fun in Amateur Radio, while performing our ARES function professionally.

October 5 during our ARES training, Doug KA7FOO led a workshop on message handling.
On October 17th at the Regional EOC, we participated in the Local Emergency Planning Committee meeting which coincidentally was the same day as the Great Nevada Shake-Out (http://shakeout.org/nevada/). So at 10:17 they simulated an earthquake causing us all to Drop, Cover, and Hold On. Soon after that we activated the REOC and the ARES Resource net on 146.610 as well as an HF net on 7280, and there were 16 contacts made. Also there were 29 check-ins on 146.610 with simulated earthquake damage reports.
From October 25-31 the International Association of Emergency Managers are holding their conference here in Reno. On October 27th they held their reception at the Harrah's Auto Museum and some ARES members worked with the CERT team to post members along the route between the Silver Legacy and the museum for those IAEM attendees that wanted to walk, to help guide them safely. We setup Net Control outside the main entrance to the museum and operated simplex to maintain communications. I was introduced to approximately 15 to 20 of the attendees that were Hams.
Douglas County
October was a busy month for Dcart. Early on in the month Douglas Dcart members did support the Carson City's flu clinic which they did provide over 2000 shots ! Passing of packet and voice message went smooth with the aid of the State EOC. Thanks Dave N7TNX, Otto State EOC & Dale KJ6IX. Not to be out done buy Carson City, It was then Douglas County turn to have there flu clinic, Douglas did over 1500 shots with the aid of Dcart support. All stations were able to communicate with each other on voice. We had a total of 9 voice ICS-213 messages and a total approximately 145 packet messages, These were either in the ICS-213 format or standard message format. RMS message format was also used to pass message to the internet and back to exercise all aspects of flu clinic amateur communications.

Last month I was up in Reno for a quick weekend and had the opportunity to attend the Washoe County ARES meeting held at their EOC. Bob WA6MTY, had a great turnout with the room being almost full. For those of you who never had the chance to see their EOC, its worth a visit next time you're in Reno.

Bob Moss, W7WOW our Esmaralda County EC reports that he is in the process of setting up a packet station. Hopefully, another link in the packet system throughout the state.
From Nye County, Jerry, KC6ILH, reminds us that its Hot, Hot, check the battery water levels in the batteries that have water. Some time you might require that battery to be fully active during an emergency.
Northwest Nevada DEC Report John W7JDC
I've asked John Abrott KD7NHC to oversee the creation of an operating procedure for emergency communication on Packet within the Northwest District. This will include setup and operation of a base station, mobile station, along with using the ICS
forms, NTS forms, tactical call signs and informal messages during an event. Please contact John with your ideas and input!
Carson City Attended Washoe CO ARES, visited state EOC, attended Carson city citizens fire academy attended Nevada hospital association meeting worked on urgent solidarity exercise planning.
Churchill County Net participation remained steady throughout the month. Had initial meeting with Churchill County Emergency Coordinator, to discuss mutual goals and objectives. Had initial prep session for deployment of portable HF and VHF equipment, and an initial deployment to Lake Lahontan to practice setup, operation and take-down of portable HF and VHF Equipment and antenna systems.
All had a great time, as we checked in to the RARA, and NV ARES HF Nets, and learned what worked, and what didn't. Hope to have a couple more practice deployments prior to our participation in Field Day in June.
Douglas County The Douglas County amateur Radio Team (DCART) met in April at Douglas Dispatch to further our training on Unit 900, VHF, UHF and the Packet station.
Lyon County On April 15th the Lyon County Amateur Radio Emergency Services (LCARES) was called on to assist the Lyon County Sheriff's Search and Rescue (LCSSAR) during the search for an overdue aircraft. They responded thru the 18th of April the day the aircraft was found.
LCARES provided essential communications by providing a relay for teams deployed in the field and then communicating that information to the Incident Command Post. Since the narrow banding of the frequencies that the LCSSAR mostly uses we are finding holes in the coverage and the area of the search had a lot of holes. During the incident debrief with the Nevada Department of Emergency Management several entities mentioned how well our communications team performed. I would like to personally thank John Abrott, KD7NHC, Brian Dickson, KB1BEX,and Tom Tabacco, KE7NCJ, for helping
provide a seamless operation. I can tell you that our training paid off. We are familiar with our equipment and the players
involved which makes communicating easier. Our success is based on the commitment of our members!!!
Pershing County I went to HCARES in Humboldt Co; I went up to ARES in Boise Idaho.
Washoe County APRIL WCARES TRAINING, Saturday April 6th ARES Training, where we held our after action meeting for the March 19th Functional Exercise.

April 26th attended Urgent Solidarity Communications planning with our Emergency Manager Aaron Kenneston KE7GFF, Washoe County Senior Network Engineer, Shawn Taylor N7LQ, and Sparks Fire Department Captain, Jake Conely, County
Communications Chief, Tracy Moore, Emergency Manager for Washoe County Emergency Manager and exercise director (studying for his Technician License), Derek Russell KE7KEM Citizens Corps Coordinator, to work on the communications plan for the Full Scale Exercise on May 23rd.

Churchill County ARES (ARCC) had an interesting month, practicing traffic handling, both by voice, and packet, simplex operation on both VHF, and HF, and enjoying an interesting monthly meeting, centered around a field trip to NAS Fallon, and their Emergency Operations Center. Future ARCC member and NAS Fallon's Emergency Manager Barry, KF7ZFM, hosted our monthly meeting at his Base EOC. Barry was a gracious host, fielding and answering many varied questions.
NAS Fallon's EOC is equipped with VHF equipment to interface with both Churchill Counties Voice, and Packet Networks.
Of special note, was the great Packet Meeting chaired by ARCC member, and NW District DEC for Packet and Data
Communications John, W7JDC. A good turnout enjoyed a spirited discussion of the growing NW District BPQ-32 Packet Network. Keep up the great work, John!!
The Douglas County Amateur Radio Team (DCART) met in March to train on traffic handling using the ICS form 213.
Tahoe Amateur Radio Association (TARA) members are already meeting with officials to plan for the Alpine County annual "Death Ride" bicycle event in July and will pass on more plans as the meetings take place. Also in March, several amateurs from Northern Nevada meet in Carson City last Saturday to confer with each other about packet radio operations. These

The weekly nets are consistent in numbers. We are now talking about Field Day and other Amateur Radio related topics during our monthly meetings. I had very busy month. I went to SNARS & WCSO ARES in Reno. I went to Churchill County ARES in Fallon & to NAS to see their ENCOM centers. I went up to Humbolt County ARES. My last trip was to Carson City
for Packet training. It looks like everyone is on the same page of the play book. I also help IDAHOE ARES as a relay station on Thursday night 1830 on 3929 kh.
MARCH WCARES TRAINING, Saturday March 2nd ARES Training , where we held our final planning meeting before the
Functional Exercise followed by another Skywarn training by Chris Small comb of NWS for those who could not make the last training.
March 8th, attended the Inter Hospital Coordinating Council meeting along with Dave N7TNX and Arlan KA7ZAU.
Found out that Northern Nevada Medical, St. Marys and Renown Rehab wanted to play during the WC School district Earthquake exercise Urgent Solidarity on March 19th.
March 11th, Derek KF7KEM and I coordinated a tour of the REOC and 911 dispatch to a troop of Boy Scouts and parents.
March 16th was an Urgent Solidarity Functional Exercise communications pre-test for those members that will not be able to participate in the exercise on Tuesday the 19th. March 19th was the Functional Exercise where the REOC and WCSD EOC was in operation during a communications

March 21st Derek KF7KEM and I attended the Washoe County Emergency Planning committee meeting where a UNR seismology lab representative gave us a rundown on all the current earthquakes just south of Boarder Town.
This month the advanced communications vehicle was tested for an exercise with the Lyon County Sheriff's Search and Rescue after some upgrades to the electrical system. All electrical issues seem to be resolved. There was a few minor glitches with one of the radios, but the issue was resolved. Our focus now is purchasing and installing the packet server node on Rawe Peak to make the packet radio stronger in Northwestern Nevada. Thank you to the LCARES team for all

Comments: From Bill, W7HMV: At our "early" 2nd Quarterly meeting on March 30, our Net Manager, Tim Duerson, W9AYK, gave a presentation of a new standardized check-in format and roster for net control stations designed
to expedite check-ins and minimize the formal net time. This is designed to train our members for how check-ins should be conducted in an emergency situation. I also presented an outline of a new program that our COM-L would like ARES to commence in the near future, involving members going to served agencies and routinely powering up and checking the radios. There will be 13 locations involved. Our normal quarterly meeting, set in April, was moved to March 30 due to a conflict with a major public service event being scheduled on the same day as the April meeting. Our next quarterly meeting will be on Saturday, July 27.
Jerry, KC6ILH, our Nye County EC reminds us that its April, do not be fooled. Check that go kit and your batteries.
Some of us have our first trip to Mt Charleston planned for April 20 where we practice operating portable for the day (and having a bbq lunch of course). One more thing you might also want to pack away in you go kits is a new bottle of sunscreen for those rapidly approaching summer months.

Last month I was up in Reno for a quick weekend and had the opportunity to attend the Washoe County ARES meeting held at their EOC. Bob WA6MTY, had a great turnout with the room being almost full. For those of you who never had the chance to see their EOC, its worth a visit next time you're in Reno.

Bob Moss, W7WOW our Esmaralda County EC reports that he is in the process of setting up a packet station. Hopefully, another link in the packet system throughout the state.
From Nye County, Jerry, KC6ILH, reminds us that its Hot, Hot, check the battery water levels in the batteries that have water. Some time you might require that battery to be fully active during an emergency.
Northwest Nevada DEC Report John W7JDC
I've asked John Abrott KD7NHC to oversee the creation of an operating procedure for emergency communication on Packet within the Northwest District. This will include setup and operation of a base station, mobile station, along with using the ICS
forms, NTS forms, tactical call signs and informal messages during an event. Please contact John with your ideas and input!
Carson City Attended Washoe CO ARES, visited state EOC, attended Carson city citizens fire academy attended Nevada hospital association meeting worked on urgent solidarity exercise planning.
Churchill County Net participation remained steady throughout the month. Had initial meeting with Churchill County Emergency Coordinator, to discuss mutual goals and objectives. Had initial prep session for deployment of portable HF and VHF equipment, and an initial deployment to Lake Lahontan to practice setup, operation and take-down of portable HF and VHF Equipment and antenna systems.
All had a great time, as we checked in to the RARA, and NV ARES HF Nets, and learned what worked, and what didn't. Hope to have a couple more practice deployments prior to our participation in Field Day in June.
Douglas County The Douglas County amateur Radio Team (DCART) met in April at Douglas Dispatch to further our training on Unit 900, VHF, UHF and the Packet station.
Lyon County On April 15th the Lyon County Amateur Radio Emergency Services (LCARES) was called on to assist the Lyon County Sheriff's Search and Rescue (LCSSAR) during the search for an overdue aircraft. They responded thru the 18th of April the day the aircraft was found.
LCARES provided essential communications by providing a relay for teams deployed in the field and then communicating that information to the Incident Command Post. Since the narrow banding of the frequencies that the LCSSAR mostly uses we are finding holes in the coverage and the area of the search had a lot of holes. During the incident debrief with the Nevada Department of Emergency Management several entities mentioned how well our communications team performed. I would like to personally thank John Abrott, KD7NHC, Brian Dickson, KB1BEX,and Tom Tabacco, KE7NCJ, for helping
provide a seamless operation. I can tell you that our training paid off. We are familiar with our equipment and the players
involved which makes communicating easier. Our success is based on the commitment of our members!!!
Pershing County I went to HCARES in Humboldt Co; I went up to ARES in Boise Idaho.
Washoe County APRIL WCARES TRAINING, Saturday April 6th ARES Training, where we held our after action meeting for the March 19th Functional Exercise.
APRIL 7th and April 14th afternoons held Hamlink Packet training.
April 26th attended Urgent Solidarity Communications planning with our Emergency Manager Aaron Kenneston KE7GFF, Washoe County Senior Network Engineer, Shawn Taylor N7LQ, and Sparks Fire Department Captain, Jake Conely, County
Communications Chief, Tracy Moore, Emergency Manager for Washoe County Emergency Manager and exercise director (studying for his Technician License), Derek Russell KE7KEM Citizens Corps Coordinator, to work on the communications plan for the Full Scale Exercise on May 23rd.

Churchill County ARES (ARCC) had an interesting month, practicing traffic handling, both by voice, and packet, simplex operation on both VHF, and HF, and enjoying an interesting monthly meeting, centered around a field trip to NAS Fallon, and their Emergency Operations Center. Future ARCC member and NAS Fallon's Emergency Manager Barry, KF7ZFM, hosted our monthly meeting at his Base EOC. Barry was a gracious host, fielding and answering many varied questions.
NAS Fallon's EOC is equipped with VHF equipment to interface with both Churchill Counties Voice, and Packet Networks.
Of special note, was the great Packet Meeting chaired by ARCC member, and NW District DEC for Packet and Data
Communications John, W7JDC. A good turnout enjoyed a spirited discussion of the growing NW District BPQ-32 Packet Network. Keep up the great work, John!!
The Douglas County Amateur Radio Team (DCART) met in March to train on traffic handling using the ICS form 213.
Tahoe Amateur Radio Association (TARA) members are already meeting with officials to plan for the Alpine County annual "Death Ride" bicycle event in July and will pass on more plans as the meetings take place. Also in March, several amateurs from Northern Nevada meet in Carson City last Saturday to confer with each other about packet radio operations. These

The weekly nets are consistent in numbers. We are now talking about Field Day and other Amateur Radio related topics during our monthly meetings. I had very busy month. I went to SNARS & WCSO ARES in Reno. I went to Churchill County ARES in Fallon & to NAS to see their ENCOM centers. I went up to Humbolt County ARES. My last trip was to Carson City
for Packet training. It looks like everyone is on the same page of the play book. I also help IDAHOE ARES as a relay station on Thursday night 1830 on 3929 kh.
MARCH WCARES TRAINING, Saturday March 2nd ARES Training , where we held our final planning meeting before the
Functional Exercise followed by another Skywarn training by Chris Small comb of NWS for those who could not make the last training.
March 8th, attended the Inter Hospital Coordinating Council meeting along with Dave N7TNX and Arlan KA7ZAU.
Found out that Northern Nevada Medical, St. Marys and Renown Rehab wanted to play during the WC School district Earthquake exercise Urgent Solidarity on March 19th.
March 11th, Derek KF7KEM and I coordinated a tour of the REOC and 911 dispatch to a troop of Boy Scouts and parents.
March 16th was an Urgent Solidarity Functional Exercise communications pre-test for those members that will not be able to participate in the exercise on Tuesday the 19th.
